| It really depends on your camera moves. If you plan to have the camera pass through the clounds or use them to reveal something then I'd suggest using an Atmospheric Apparatus with a volume fog added. Using a few that overlap can give some nice randomness to them. Render times will increase with each addition. The below render has 3 gizmos clustered together. The light has to have Atmospheric Shadows turned on to work. I attached the file so you can dig through the settings. 
There are a couple plug-ins out there that have cloud generation: DreamScape has some nice sky environment generation. There are a few work arounds to get it to play nice with VRay (Burton?), but the clouds can be animated. Vue 6 Infinite would be a great choice if you are using Mental Ray. | I found this to be pretty useful on a small scale project. However, I could not get it to work at all with a distribution routine such as Scatter, Particle System or Forest Pro. Max's Atmospherics definately need to be updated. I will probably look for a way to just do this in post with an AfterEffects plug-in like Particular.
