I was just at this site last week, we are doing the light design on the bridge. Anyway, the rocks weren't there, so I think the photo was taken at a low point in the river and when I was out there it was at a higher point.
Also, the 100 year flood goes almost to the to of the bridge, I heard this at the meeting.

The construction phase hasn't started yet, they are still preparing 100% submittals.
