I'm pretty sure all the buildings are either distinctly modeled and textured (City buildings) and the rest are generated from GIS data describing the footprints and the height of each building. There's probably some cheating in there, but not too much. Also, the background is just the sky everything else is 3D. Thank god for 64 bit machines!

most of the small buildings are in fact a "cheat". They were created off GIS footprint data with the greeble modifier applied, then separated and dropped on the terrain. The gagillion tiny buildings in the hills are a displacement map. There are about 20,000 vr mesh trees. I think I calculated a total of 815,000,000 rendered polygons in the scene. Unfortunaltly, I dont have a wireframe. While I have been the lead viz artist on this project for over 2 years, I have certainly had lots of great help along the way.
