| I nbticed that when it did do the gradient blur, it did not maintain the actual material i.e road. Yes, it took a long time for it to complete the process. Thanks for your advice and time.

You could alway copy the layer - apply a Gaussian blur - then add a mask to the new blurred layer - then just use the gradient tool to make the blur.
You would be applying the blur inverted of course.
Just to clear things up a bit...
Copy current layer ~ “Ctrl+J”
Apply Guassian Blur ~ Filters-Blur-Gaussian
Apply a Layer Mask ~ Layer-Layer Mask-Reveal all
Setup the Gradient ~ type “G” - Select Radial for a type – black to white color – Check Reverse
Apply the Gradient ~ click and drag to apply the gradient to the masked layer
